I closed the shutoff valve at night to stop the slow water loss. However, at some point something happened so that water no longer flows from the valve into the tank. I unscrewed the tube from the tank and no water is flowing whether the valve is open of closed. Is this a pressure issue? Any help would be appreciated. Thanks to Bar None for the tips. It helped me narrow down the focus to the auto shutoff mechanism, which I discovered was tripped and then malfunctioned. I replaced it and all is working well.

If you have sufficient water pressure in your sink or shower then it is not a pressure problem. Most likely, the valve broke and even though you have turned the handle (left) it is not opening. It is possible that the valve handle is just spinning without turning the valve stem. You may be able to grab the valve stem with a pliers to open the valve. If so, be very gentle so you don’t break the valve itself.
